The correct answer is: loggerheads

"Management are at loggerheads over the proposed reforms."

When two people or more are at loggerheads over a topic, they strongly disagree. The origin of this expression is unclear. According to The Oxford Dictionary of English, however, a loggerhead may have been a kind of weapon used in the 17th century.

be at loggerheads over sth. = miteinander wegen einer Sache im Clinch liegen

By the way, a loggerhead turtle is the world's largest hard-shelled turtle.

A knucklehead is a stupid person.

knucklehead = Holzkopf

im Clinch (miteinander) liegen
wegen einer Sache
unechte Karett-(Meeres-)Schildkröte
